PACT is a public affairs and communications agency serving businesses, industry associations, and government entities. PACT engages in writing, lobbying, advising, and organizing at the intersection of business, politics, media, and society.

Our advisors assist organizations in establishing and professionalizing their internal and external communications, reputation management, and public affairs. We also provide a wide range of executive services in media, communication, and editing, from press releases to stakeholder magazines and webportals. Additionally, we organize conferences and debates.

Our agency subscribes to the code of conduct of the Beroepsvereniging voor Public Affairs (BVPA).

Team

Noud Köper | Director and Senior Advisor

"An important book that stimulates thinking," former Prime Minister Balkenende once said about one of his books. Noud Köper (1972) is the Managing Director and Senior Advisor at PACT. With over 20 years of experience in media, politics, and business, he advises numerous organizations on public affairs and communication. He studied law and political science at the University of Amsterdam. He worked as a journalist for several years, including as a correspondent in South America. He joined PACT in 2001 and has been the Director since 2011.

His strengths include strategic insight, creativity, a critical perspective, an excellent network, and outstanding writing skills. He is the author of several books on the interaction between politics and business: Tegenpolen (2003), Hoogspanning (2008), Woekeren met Ruimte (2010), and Verslaafd aan energie (2012). Within BVPA, he is involved in positioning and profiling the public affairs profession.

Marianne Rijke | Partner en senior adviseur

Marianne Rijke (1983) has been working as a Senior Advisor at PACT since 2019 and became partner in 2023. At PACT, she advises various clients on public affairs and stakeholder communication, and serves as a project leader for major projects, media productions, and events. After completing her studies in International Relations & Organizations in Groningen, she worked for international organizations in New York and Vienna, focusing on international security and public information. Prior to joining PACT, she worked as an editor-in-chief at a media company and was responsible for supplements in De Volkskrant, Trouw, and Elsevier Weekblad.

Marianne is ambitious, creative, result-oriented, and proactive. She finds satisfaction in collaborating with clients to formulate the right message and effectively deliver it to achieve the desired results.

Sander Schilders | Founder

In 1999, Sander Schilders (1964) founded PACT Public & Media Affairs after more than ten years as a journalist and communication advisor in the private sector. He played a key role in the development of all stakeholder magazines and websites that PACT produces or has produced, such as Energie Actueel, NVMagazine, Eneco Actueel, Energiepodium, and magazines for network-bound sectors like energy, water, and public transportation.

In early 2010, he published the book 'The Sloe Centrale Project,' about the construction of the gas-fired power plant by energy companies EDF and Delta. Within PACT, he is responsible for media productions, editorial work, and client advisory.

Antoinette Faber | Advisor Public Affairs and Communication

Antoinette Faber (2001) has been working at PACT since 2024 as an advisor in Public Affairs and Communication. Antoinette draws from various experiences, including her involvement in political campaigns and her internship in the Dutch House of Representatives, as well as her participation in the participation council of The Hague University of Applied Sciences. With a background in Public Administration/Government Management, Antoinette has laid a solid foundation for her role. 

Furthermore, she has held various chair positions, further enhancing her skills in strategic communication and policy development. Antoinette is network-savvy, customer-focused, and has an intuitive understanding of political dynamics. Her commitment to societal well-being and her ability to form partnerships highlight her role as a connector. Antoinette brings passion and results-oriented approach to every assignment and project she engages in.

Naut Kaptijn | Junior advisor

Naut Kaptijn (1999) has been working as a Junior Advisor at PACT since 2022. After being an athlete in sailing for many years, he completed a bachelor's degree in World Politics at Leiden University College. Through his studies, he gained a solid understanding of how international developments can influence local, regional, and national interests and decision-making processes.

During his Master's in Public Sector Management: Public Affairs at Leiden University in The Hague, he specialized in reputation management, coalition-building strategies, and lobbying.

Kajol Oedai | Officemanager

Kajol Oedai (2001) has been working as an office manager at PACT since 2024. Kajol studied at mboRijnland, where she obtained her diplomas in Marketing and Communication Assistant and Event Organization in 2022. At PACT, she is responsible for the day-to-day operations of the office, website and social media management, and provides support for the events organized by PACT for its clients.

Kajol is communicative strong, proactive, and creative. She is skilled in organizing and coordinating and has a keen eye for detail. She enjoys having her affairs and those of our clients meticulously organized.

Cor Dol | Editor

Cor Dol (1965) is editor at PACT. He has been working as a freelance writer and editor since the early 1990s. Specializations include various aspects of societal digitization, entrepreneurship, music, travel, the human body, and real estate. Cor excels in making a skillful transition from an interview to an article that is finely tailored to the target audience, delivered in a pleasant and readable style.

Marjolein Vencken| Associate partner

Marjolijn Vencken is an associate partner at PACT. She studied law at Radboud University Nijmegen. She completed her training at the Institute for Policy Analysis (IFPA) in Washington D.C., where she monitored European government policies and analyzed their impact on companies operating in the United States. She was responsible for the brand and corporate strategies of various multinational corporations such as Heineken, Sara Lee, Dow, and Shell. As a senior consultant, she develops sustainable strategies within the brand by aligning companies' organizational goals, consumer lifestyles, and communication to achieve economic performance with significant social benefits. Many of her case studies have been the subject of books in the fields of CSR, Public Affairs, and Marketing. She has won two European Excellence Awards, a Sabre Award, and a Lion nomination for outstanding stakeholder engagement strategy. For over 7 years, she managed a portfolio of 65 countries in the extractive industry. Vencken is a guest professor affiliated with the Business School of Nijenrode (NL) and Esade (Barcelona), and she serves on the board of the Copenhagen Business School. She delivers lectures on new stakeholder engagement in a changing world.

Cees de Geus | Editor

Cees de Geus (1967) is an editor at PACT. He has over 25 years of experience as a journalist and writer. During his Higher Information and Communication Education (HICO) studies, which he pursued in Kampen and Zwolle, he completed internships at Noordhollands Dagblad in Alkmaar and the opinion weekly HN Magazine in The Hague. Both internships set him on the path to a career as a freelance writer (since 1998), but one that is broad in scope, rooted in journalism, and with a fondness for interviews and reports.
